He is a detective for the International Police who has crossed paths with multiple protagonists over the course of his investigations. Since the Looker Bureau, which he uses as a headquarters, is located in Lumiose City, there's a possibility for his predecessor to appear in the game. In fact, Looker's history could be worked into the game in a few notable ways.

It's possible that much in the fashion of the ancestors seen in Pokemon Legends: Arceus, players could encounter Looker's own ancestors or one of the previous holders of his title. In Pokemon Legends: Z-A, Looker's predecessor could prove to be a character with a similar role to Looker himself. They could have an investigation that the protagonist gets wrapped up in.
