How to Get a Pokemon With Psycho Cut in Pokemon Legends: Z-A
The only way to get a Pokemon with Psycho Cut in Pokemon Legends: Z-A is through level up. There is no Psycho Cut TM (Technical Machine) available in PLZA, meaning only Pokemon that learn the move naturally as their levels increase can do so.
Luckily, there are quite a few Pokemon who have access to this move, and some of them are very easy to get early on in the game.
The following table shows the names and locations of all Pokemon that learn Psycho Cut by level up, as well as what level they need to be before they can do so:

Although
Absol did have access to Psycho Cut via level up in earlier Pokemon games, it cannot learn it naturally in Pokemon Legends: Z-A.
Once you have a Pokemon that can learn Psycho Cut, select the Pokemon in the Boxes or Party menu and choose “Change Moves.” If they’re at the required level, Psycho Cut will be found under Available Moves.
The easiest Psycho Cut Pokemon to get is either Kadabra, since Abra, its pre-evolution, is found very early on during the game in Wild Zone 5, or Honedge, which is found in Wild Zone 4 during the night. Of course, if you have already captured one of the other Pokemon, it’ll do just as well.
