Skarmory is one of the most sought-after Steel-type Pokemon in Pokemon Legends: Z-A. However, if you want to get your hands on one of these really cool-looking Pokemon early on in your Lumiose City adventures, you'll have to get through a good chunk of the main storyline, specifically past Mission 23. Once you start your 24th main mission, you'll gain access to Wild Zone 17, which is where you'll find Skarmory.
You can also find a Skarmory in Wild Zone 20, but you will need to beat the game first, and since there are more spawns in that section, getting it to spawn there might not be easy.

What makes Skarmory in Wild Zone 17 annoying to catch is not that its spawn rate is low, but it's because of the multiple
Pyroar (and Alpha Pyroar) that inhabit the north side of the sectioned area.
There are a couple of things to take note of before going in to catch a Skarmory, but what you should know is that it does spawn in the north area, and it can appear during the day or night. It's also worth noting that it tends to spawn in the air, so be on the lookout. It can also show up on the rooftop that you can get to by climbing the ladder in the northwest corner.
If you don't have a powerful Water-type Pokemon that can use a big move like Surf, then we recommend entering Wild Zone 17 from the northwest gate. You can fast travel to the nearby Cafe Cyclone to reset the zone spawns, go to the nearby bridge to enter the zone, and then check to see if Skarmory is there without needing to alert the Pyroar.
This way, you can also climb the zone's ladder to reach the rooftops to get a better look. You should actually be able to throw a Poke Ball at Skarmory while it's in the air, and if you knock it out while it's flying, it'll remain stunned in the air.
We recommend using a Dusk Ball if you encounter a Skarmory at night. Using Quick Balls before a Pokemon spots you can also prove to be super-effective. Another way to have better chances of catching a pocket monster is to get and upgrade the Canari Dolls with Colorful Screws.

How to Get Skarmorite in Pokemon Legends Z-A

You can buy yourself a shiny Skarmorite to Mega Evolve Skarmory at Quasartico's Mega Shard Exchange counter for 240 Mega Shards. However, it won't be available until after main mission 25.
Once you have the stone, you can make your Skarmory hold onto it. Once you gather enough energy during a battle, click into the right stick to unleash the energy and evolve Skarmory. It's worth noting that Skarmory retains its dual Steel/Flying typing when it transforms into Mega Skarmory.
