Once Pokemon Legends Z-A players start the second survey for Hyperspace Lumiose, they'll gain access to a couple of new Side Missions, one of which is called 'Octolock Away the Pain.'
The NPC who will assign you the quest is crouching against a wall by the eastern exit/entrance of
Wild Zone 10 (it's slightly underground). He wants you to try to fix his back by finding a Pokemon that knows the move 'Octolock,' which happens to be the Fighting-type Jujitsu Pokemon,
Grapploct.
However, before you can get a Grapploct that knows Octolock, you will need to catch a
Clobbopus and evolve it. Here's how to do it!

Finding Clobbopus
As far as I know, the only way to catch a Clobbopus in Pokemon Legends Z-A is by entering a 1-Star level Hyperspace Wild Zone in Lumiose City. You should see the greyed-out silhouette of Clobbopus in the list of catchable Pokemon.
If you're not sure how it looks, you can check out the images above to get a better idea.
Of course, since the Pokemon available in these pocket dimensions are sort of random, you can always rest and change the time of day to reset the Hyperspace Wild Zones until you find one on the map containing the Tantrum Pokemon. Once I entered the Hyperspace Zone with Clobbopus, I found a group of them very close to my spawn location, but it might vary for other players.
Evolving Clobbopus into Grapploct
Now, in order to get a
Grapploct that knows the move Octolock, you need to evolve Clobbopus by making it learn the move called Taunt. Our
Clobbopus was level 23 when we caught it, so it didn't know the move yet.
Just feed it some of your Exp. Candy (or level it up the old-fashioned way), and it will eventually learn the move (once you get it past level 34, it will know it).
Go ahead and set Taunt as one of its active battle moves, and voilà — you should see the evolution icon appear over Clobbopus, signifying it's ready to turn into Grapploct.
As soon as Clobbopus evolves into Grapploct, it'll automatically get the idea for its new move: Octolock. Now, you just need to return to Kazuki in the sewers and use the attack on his back to complete the Side Mission.
Reward for Completing Side Mission 138
As a reward for completing it, he will give you 3800 Poke Dollars and a TM for Facade.
Facade is a Normal-type attack that deals extra damage if the using Pokemon is inflicted with a status condition like Sleep or Burn.
