For Main Mission 19 in Pokemon Legends: Z-A, you will eventually need to help Ivor find his little sister, Gywnn, with the help of Detective Emma. The trio will realize that Gwynn might be in the sewers, so you need to use the Ice-type move, Ice Beam, to freeze the Clawitzer fountain and make the water stop.
This guide will show Pokemon Legends: Z-A trainers how to easily find Ice Beam to get the mission over with.

How to Get a Pokemon With Ice Beam Fast in Pokemon Legends: Z-A
Freeze the Clawitzer Fountain
To find a Pokemon with Ice Beam fast, you can head over to the nearby Wild Zone 12. The zone has a bunch of different Ice-type Pokemon to catch, like
Vanillite,
Snover, and
Abomasnow --all Pokemon that can be taught Ice Beam.
As far as how to get the Ice Beam TM to teach to a Pokemon, it's actually right in the court (Aymlis Park) on the northern end of Wild Zone 12. You'll need to break some boulders before gaining access, and then you'll see a glowing yellow Poke Ball in the middle of the court. This is the Ice Beam TM.
Ice Beam does 90 damage and may leave the target frozen. It has a cooldown of eight seconds.
You can go to your TMs section of the Items bag to find Ice Beam and then teach it to a Pokemon on your team, or just go into your Boxes, choose an Ice-type Pokemon, go to its moves, and then tab over to Available TMs with ZR. If Ice Beam shows up, the Pokemon can learn it.
If you end up catching
Vanillite, there's a chance it might actually already know Ice Beam, so it saves you the trouble of finding and using the TM in Wild Zone 12.
Head back to the fountain statue and add the Pokemon to your team. Target the statue with ZL and then use Ice Beam to freeze it, starting the next objective for the mission.
