Applin was a Pokemon that made its debut in Pokemon Sword/Shield. It's a Dragon/Grass-type Pokemon, but what made Applin special was its ability to evolve into two different Pokemon depending on the item its trainers gave it. In Pokemon Scarlet & Violet, Applin received a third evolution: Dipplin. Prior to the release of Scarlet/Violet's Indigo Disk DLC, some players noticed that Dipplin could "use" the Eviolite item, hinting that it could potentially evolve once more.
By the release of Indigo Disk, Dipplin's evolution, Hydrapple, was revealed. Instead of giving Dipplin evolution apples (i.e, Tart, Sweet, or Syrupy Apple), you'll need to level up Dipplin while it knows the move Dragon Cheer. Unfortunately, the entire Applin line does not have Dragon Cheer in its learnset. In order to get Dragon Cheer, you'll need TM 226, which can be obtained somewhere in Terarium.

How to Get Dipplin
Buy a Syrupy Apple
If you haven't evolved Applin into Dipplin yet, you'll need to purchase a Syrupy Apple next to the shed in Mossfell Confluence for 500 poke dollars. The shed is in the southeast corner of Kitakami (Teal Mask). It's right next to an apple orchard, so you shouldn't miss it. Unlike the Tart Apple and Sweet Apple, the Syrupy Apple can only be purchased. The Syrupy Apple can then be Used on Applin to evolve it into Dipplin, similar to how you evolve Applin into Flapple and Appletun.
Where to Find & Craft TM 226 Dragon Cheer
Defeat Drayton
There's currently only one way of getting TM 226 (Dragon Cheer) in Pokemon Scarlet/Violet's Indigo Disk DLC. Once you make some progress in Indigo's Disk story and get enrolled in the BB League, you'll have to battle the BB Leage Elite Four. To get TM 226, you'll have to challenge Drayton.
Drayton has a full team of 6 Pokemon that are Dragon-types (except his Sceptile), and each one is holding an Item. His ace Pokemon, Archaludon, will Terastallize into the Dragon-type. You can use your original team when battling Drayton, so make sure to bring level 80+ Pokemon that target his team's weaknesses. When you emerge victorious, he will give you TM 226 as a reward.
Like other TMs, Dragon Cheer will break after use. If you want more than one Dragon Cheer TM, you'll need to go to the TM Machine and craft a new one using League Points and Pokemon Materials. To craft Dragon Cheer, you should have the following:
- 1500 LP
- x1 Applin Juice
- x2 Tatsugiri Scales
- x2 Lapras Teardrop
Applin can be found at Tagtree Thicket in Paldea or the Apple Hills in Kitakami. You can either catch one or defeat it to get it to drop Applin Juice. Tatsugiri only spawns in and around Casseroya Lake. As a Dragon/Water-type, your best choice is to use a Fairy-type Pokemon to auto-battle it to farm the scales much quicker. Finally, Lapras appears in the lake of the Polar Biome of Terarium. Just as with Applin and Dipplin, you can choose to battle or catch Lapras to farm materials. You can also pick up Lapras Tears from the golden sparkles on the ground in the Polar Biome.
Dragon Cheer is a support/status move that will get more use in double battles than it will in single battles. It's used to rally the targeted/ally Pokemon, thus increasing their chances of landing critical hits. If the ally Pokemon happens to have Dragon-type moves in its moveset, then the power of said moves will be doubled. It has a total of 15PP that can be increased up to 24 if you use a PP Up or Max PP.

How to Evolve Dipplin
Teach it Dragon Cheer
Once you have TM 226, you can use it to teach Dipplin the move Dragon Cheer. To trigger the evolution, level up Dipplin once (while it knows Dragon Cheer) and it will evolve into Hydrapple. Stat-wise, Hydrapple's best strengths are its Defense and Special Attack. When Dipplin becomes Hydrapple, it will want to learn the move Fickle Beam. This is a Dragon-type that will sometimes have its power doubled if all of Hydrapple's heads use the attack at the same time.
