Character customization in Pokemon Scarlet & Violet allows trainers to change the eye shape, eyebrows, and mouth when starting a new file or by tapping left on the directional pad. While this level of customization is a first for the mainline Pokemon games, most fans can agree that Scarlet/Violet's wardrobe isn't too impressive, especially after Pokemon Legends: Arceus. Players can wear different socks, shoes, hats, gloves, and glasses, but they can't change out of their school uniform. There are four variants (one for each season), but for some, it's not enough.
Pokemon Scarlet/Violet's expansion pass, The Hidden Treasure of Area Zero, introduced new outfits in part 1: The Teal Mask. Players will get the Festival Jinbei (Green) in Teal Mask's story as well as two other jinbei. However, the Flash Jinbei is locked behind a somewhat long side quest that is easily missed if players aren't looking around Kitakami.
Billy & O'Nare First Location (Kitakami Road & Apple Hills)
Billy and O'Nare, or "The Glitterati," are two characters that appear in The Teal Mask. They're easy to spot from a distance with their sparkly, gold outfits and matching shades, but if players don't know where to look, they're bound to walk right by them without even realizing. Speaking to Billy and O'Nare can potentially start a side quest where players will need to track down the duo across Paldea and Kitakami. While they drop hints as to where their next destination lies, their exact location isn't made specific.
The first place to find Billy and O'Nare is on the hill between Apple Hills and Kitakami Road. They'll be looking out over the rice paddies along Kitakami Road, and they'll have a yellow textbox to boot, indicating that they're not regular NPCs. Speak to either one of them to initiate a scene. Then, O'Nare will ask the player character for a battle, and to speak to her again when they're ready.
Unlike most trainers in Kitakami, O'Nare's Pokemon levels do not scale with the player's progress in the main story. They will always be at level 65+. As such, it may be best to start the side quest after completing Scarlet/Violet's main story.
O'Nare (Battle 1)
If players speak to O'Nare again, she'll ask if they're ready to battle. Even if players select "No," they'll be forced to battle anyway.

Normal-type Persian only has one type weakness: Fighting-type. However, O'Nare made sure it could counter its weakness, as it knows Play Rough, which is a physical-damaging Fairy-type move that's super-effective against Fighting-type Pokemon. Her Persian also has the Limber Ability, which prevents it from being paralyzed.
O'Nare gives 17420 poke dollars if she's defeated. This amount can potentially be doubled by having a Pokemon equipped with the Amulet Coin (this Pokemon needs to be sent out in battle), or using a move that increases prize money, such as Pay Day or Happy Hour. Those that pre-ordered the expansion pass before October 31, 2023 also received a free Mystery Gift code in their email. This can be redeemed in-game (via Poke Portal, Mystery Gift, then Get with Code/Password) for a Hisuian Zoroark with the move Happy Hour.
After losing the battle, O'Nare decides she wants to go somewhere else. She'll mention one of the big waterfalls in Paldea, which narrows down two locations: Casseroya Lake and Fury Falls. Players will need to travel back to Paldea and find her and Billy to continue the quest.
Billy & O'Nare Second Location (Fury Falls)
Billy and O'Nare will be located at Fury Falls, so the quickest travel point would be North Province (Area Two)'s Pokemon Center. Head straight for the waterfall directly across from the Pokemon Center, and climb up the right cliff. Speak to Billy and O'Nare to receive 15 Big Pearls. After this, Billy and O'Nare will leave once again.
Big Pearls sell for 4000 each, but players will want to keep them in storage until after the Glitterati side quest.
Billy & O'Nare Third Location (South Province Area 5)
The next area that Billy and O'Nare visit is more obscure than the last two. Players will need to go to South Province (Area 5), so they can take a flying taxi to Los Platos or the Pokemon Center at Secluded Beach. The Glitterati are located on a hill next to the tall mountain in South Province (Area 5). To reach this, head west from Secluded Beach, or east from Los Platos.
Listen to O'Nare's life lessons again, and she'll give 15 Nuggets this time. Like the Big Pearls, refrain from selling these until the end of the quest, as they'll come in handy for getting the Flash Jinbei. The Glitterati will then return to Kitakami, but the quest isn't done yet.
Billy & O'Nare Fourth Location (Apple Hills)
Return to Kitakami and go to Apple Hills. The duo is next to the orchards this time. If players are struggling to find their location, they're a bit northwest from the Terastallized Applin. Be sure to heal up before talking to O'Nare.
O'Nare Battle 2
No life lessons for the player this time. Instead, O'Nare will want to battle them once again. Just like the first battle, she'll give players some time to heal up or challenge her at a later time. Fortunately, if trainers didn't struggle in the first battle, the second battle should be easy:

O'Nare uses Persian yet again, and it looks like she hasn't trained it either, as its level is still 65. Use the same strategy to defeat her as last time, as Persian's moveset hasn't been upgraded. She'll also give the same amount of reward money as she did in her first battle.
Having lost again, O'Nare will want to go back to Paldea. This time, she wants to see the "giant lake in Paldea," so make sure that Koraidon/Miraidon can swim. Otherwise, it will be impossible to reach the Glitterati.
Billy & O'Nare Fifth Location (Casseroya Lake)
Billy and O'Nare are on the lower left island in Casseroya Lake. An easy way to reach them is to either fly to Casseroya Lake and head southwest, or fly to Port Marinada, and head north. O'Nare won't want to battle here, and she'll give trainers 10 Pearl Strings before leaving. These sell more than Big Pearls and are even rarer, making them a worthwhile gift.
Billy & O'Nare Sixth Location (Glaseado Mountain)
Now, the Glitterati want to go visit the slopes of Paldea: Glaseado Mountain. Unfortunately, this one can be a bit trickier to find - even with their flashy clothes. The best way to find them is to head north from Montenevera. They'll be near the cliff-side, but if players are still struggling to find them, refer to the above image for their location.
No battling this time so just accept the 10 Big Nuggets from O'Nare and get ready to find the Glitterati one last time. They'll talk about wanting to see the Great Crater of Paldea, so it should be easier to find them there than it was on Glaseado Mountain.
Billy & O'Nare Final Location (Great Crater of Paldea)
Unfortunately, the Glitterati didn't get permission to go into the Great Crater of Paldea, so they've taken to standing on the surrounding mountains and contemplating how to get in. They can be found on the summit of the lower right mountains surrounding the Great Crater of Paldea. To reach this, just fly to the East Gate of Mesagoza or the entrance of South Province (Area 3). From here, head north, and climb the cliff side with Koraidon/Miraidon to the objective/flag marker on the above image.
To unlock the climbing ability, players will need to have found all five Herba Mystica in the "Path of Legends" main quest.
Even if players haven't started "The Way Home" main quest, they can still find O'Nare and Billy. It doesn't matter which answer is chosen to O'Nare's question, as it doesn't impact anything. However, she'll want to battle yet again.

Arboliva is the same level as Persian was back in the first two battles. Its slow hitting, but both of its moves give it Same Type Attack Bonus (STAB), and it can use Leech Seed and Grassy Terrain. Its quite sturdy in Special Defense, so players may have better luck targeting it with physical attacks with a type advantage (ex: Fire Punch, Drain Punch, Low Kick).
O'Nare seems to have learned her lesson from last time, as Persian has leveled by 4 levels and changed its moveset. This time, Persian doesn't have Play Rough, but it has Thunderbolt instead, which can zap Flying-type and fry Water-type. The move is probably there to counter Arboliva's type weakness, but it probably won't do much for Persian.
If trainers manage to defeat O'Nare, she'll give 35052 in reward money. Again, this prize money can be doubled if players used a Pokemon equipped with the Amulet Coin, or used moves that increase prize money after battle.
At last, the chasing down of the Glitterati comes to an end, and O'Nare and Billy gift the player character with a Glitterati Case and the Oh No! Emote. With this taken care of, players will want to fly back to Kitakami to finish the last step in getting the Flash Jinbei.
How to Complete "We Love Loyalty Plaza" (Getting the Flash Jinbei)
Go to Kitakami Hall, and speak to the Caretaker at the shrine near the Ogre Oustin' minigame. He'll talk about wanting to repair the shrine of the Loyal Three through a "We Love Loyalty Plaza" fundraiser. The problem is that he's looking for 1000000 in funds. Since no one else in Kitakami seems eager to donate, all the money is going to have to come out of the player's pocket.
Luckily, if trainers remembered not to sell and spend the treasures given to them by O'Nare, they can get 1000000 very easily. Simply go to any store and bulk sell (press (+)) everything in the Treasures Pocket in the Bag. Selling all the treasure from O'Nare can easily get players to 935000. If players also remembered to double the prize money from O'Nare's battles, then they should already have about 100000, which carries them over 1000000.
Speak to Caretaker, and choose I'll give 100000. Unfortunately, players will need to choose this option 10x until enough money is raised, as there isn't a way to input the 1000000 manually. Once all the money is given to the Caretaker, the Loyal Three Shrine will be rebuilt, and players will finally the Flash Jinbei as a reward.
