Pokemon TCG Pocket has a ton of uncommon offerings, with immersive, shiny ex, and gold crown cards leading the way when it comes to the rarest cards that can be pulled from packs. However, there exists a set of cards that are far rarer than any of the aforementioned card types due largely to their time-limited nature.

Most of the promo cards in Pokemon TCG Pocket are only available for a week or two, while others require players to spend real-world money on the game. The following is a list of the rarest Pokemon TCG Pocket promo cards released so far, with information about how and when players were able to obtain them.
7 Pokedex (PA 008)
Available Between January 20 and April 30
When Pokemon TCG Pocket was first released, there was a fair amount of speculation surrounding promo card 8 after it was skipped over in the card dex. A few months later, the identity of the card was finally revealed, with players receiving the alt art Pokedex card for logging in between January 20 and April 30. Although this three-month window is a fairly long one, it's worth noting that players were only able to obtain one copy of the card, meaning its population is likely incredibly low when compared to some of the other rare Pokemon TCG Pocket promo cards.
6 Lapras ex (PA 014)
Available Between November 5 and November 17
Lapras ex was available as part of Pokemon TCG Pocket's very first drop event, which ran from the fifth to the seventeenth of November. As with other drop event rewards, though, it was fairly easy to farm the Lapras ex promo, resulting in many players snagging multiple copies of the card. It being released at the height of the game's popularity and a highly desirable ex card means that there are probably a lot of copies in existence, although just how many of those belong to accounts that are still active is anybody's guess.
5 Rayquaza ex (PA 065)
Available Between April 30 and May 29
The full art Rayquaza ex promo was available as part of Pokemon TCG Pocket's six-month anniversary celebrations. However, players weren't given Rayquaza ex just for logging in. To get their hands on it, they needed to win 50 battles between April 30 and May 29. As a result, and due to there being a regular Rayquaza ex card available as part of a drop event around the same time, many casual players opted to skip the full art variant, making Rayquaza ex one of the rarest promo cards in Pokemon TCG Pocket.
4 Pikachu (PA 026)
Available Between January 1 and January 8
The full art Pikachu promo was given out to players who logged in between the first and the eighth of January, 2025. Given how easy it was to acquire, there are likely quite a few copies of the card in the game, although there are two things that help to contribute to its rarity. Firstly, the full art Pikachu promo card was only available for a seven-day period, which is a lot shorter than most of the other Pokemon TCG Pocket events that reward players with promo cards. Secondly, players were only able to get one copy of the Pikachu promo per account.

3 Blastoise (PA 029)
Available Between December 31 and January 14
All of the cards that have been available through drop events are rare just by virtue of their time-limited availability, although Blastoise is quite probably the rarest of the bunch. Sure, players were able to farm the card just as they could with Lapras ex and Venusaur before it, but it arrived just as the initial hype surrounding the game was beginning to fade, resulting in fewer people taking part in the event. What's more, the Blastoise promo was just a full art version of the regular Blastoise card from Genetic Apex, which had long since slipped out of the meta.
2 Moltres ex (PA 025)
Available Between January 1 and February 1
Moltres ex represents all of the premium mission promo cards, which were only ever made available to those who had the premium pass during their respective release windows. However, being more or less an exact copy of a card that most players already had helped make Moltres ex one of the least desirable premium mission cards to date. The fact that a lot of players had already used up their two-week trial when it released didn't help either, nor did players being limited to just a single copy of the card.
1 Mewtwo ex (PA 050)
Available Between March 27 and April 30
The shiny version of Mewtwo ex is probably the most desirable promo card to date. Unfortunately, the only way to obtain it was to purchase a $23 Poké Gold bundle, which put a lot of players off. This, combined with the player count having dropped by around 50% since the game's launch (according to estimates from ActivePlayer), and interested players only being able to get a single copy of the card as part of their purchase, makes shiny Mewtwo ex the rarest Pokemon TCG Pocket promo card of all time.
