That has crossed my mind. Maybe even Activision gets a cut from the sales of the cheats. They can't completely ban cheaters because they will lose 40-50% of the people who play.
I have turned off cross play and got PlayStation only lobbies and still encountered at least one cheater in every game. I don't know how they are doing it other than getting a key board and mouse for the PlayStation
