Loki can be one but he is too big so out unless his devil fruit make him able to shrink in size. But what would be his role in the crew. There is no one in the crew without specific work.

I don't think it will be vivi for the same reason of what would his role.

I don't know what oda thinking but if anyone joining the crew then he need a role in the crew.

One Piece: Oda Has Already Revealed Dragon's Devil Fruit

We can also assume that dragon has a mythical zona devil fruit. As one piece is on his final saga and every new character appearing has mythical devil fruit. At this moment I don't think oda would introduce us to weak devil fruit for character like dragon
