Kyle Rayner at 6 is ridiculous, Harley at 1 is because of her popularity right now. Rayner should be 2 easy. Between D.C restarting twice and Geoff Johns, most of his 90s and early 2000's history is pointless now but it's great stuff. Still a big fan favorite and hopefully has a resurgence soon.
