Two, just like what I stated above, Broly is different so that is how powerful he can become in the constant chaos of Vampa's environment BUT he has never been properly trained. So what we see in his movie is him learning how to control his power better by mimicking what he sees from Vegeta and Goku. Since he already IS that strong in his introduction, it just makes sense if he becomes incredibly more powerful once he attains the Super Saiyan and Legendary Super Saiyan/Full Power Super Saiyan forms which would further multiply his strength. In that regard, the only way to 'fix' this narrative problem was if way back in Z Gohan was stated to be a unique superior hybrid human/saiyan, but even that wasn't the case as we see Goten and Trunks become Super Saiyan at a younger age than he did. So stop including Broly when discussing Gohan's power scaling problem because that point can stand on its own.

One, Vampa is a hostile planet populated by powerful monster-like creatures. Broly grew up there in constant conflict, which will help a normal saiyan thrive. But Broly isn't a normal saiyan. He was as strong as King Vegeta as a newborn baby. That alone makes him similar to Frieza, King Cold, the nameless namekian and fully merged Piccolo instead of Gohan, who have continuously been stated as incredibly superior (sometimes referred to as mutants) members of their race compared to a normal one like Goku or elites like Vegeta and Nail. The fact that Vegeta and Goku are able to match Broly is just further proof of how much they worked to get there. Compare that to Gohan who continuously slacks off only for off screen 'training' and outbursts of anger to bring him back to relevance just like that, then Broly has better writing backing him up by default.

This article is true for Gohan only. DBS Super Hero should've been a Piccolo movie and he should've gotten the Orange form during the battle against Cell Max. He should've been the one to take him down because the whole movie was building up to that. It could've been explained away that the 'bonus' Shenron gave Piccolo was actually Kami's life force given to initially make the eternal dragon, and that incredible power returned to Piccolo when Dende did the second upgrade. This will be incredibly acceptable, especially since Piccolo's Orange form has an orange aura red eyes as well, being the exact same color scheme of the Dragon Balls. No disrespect to the legend himself, but to me the ending we got in DBS Super Hero felt like Toriyama just changed his mind last minute because he thought the fans would like this twist better. Sure we got a long overdue power up for Gohan, but it should've been featured in a different arc than this one.
