The CPU usage has limited abilities since it is an average of all cores and threads. All it takes is one core/thread hitting 100% to have a CPU bottleneck. In many games, Witcher 3 Next Gen for instance you are severely CPU bottlenecked because two threads are bouncing off 100% for seconds at a time yet the average only show 27-35% average usage. That's because most of the cores/threads are doing nothing..... If you have 2 threads at 100% and the other 14 at 10% then your overall average is 21% but you are still CPU limited by the two main threads at 100%

It's not hard at all to figure your base FPS with frame gen on, it's going to be FPS/2 or FPS/3 or FPS/4..... Everyone should be able to do frame gen x2 in their head, 100 FPS then the base is 50, 120 FPS then the base is 60
