If they are to bring back Command & Conquer than it has to be a Tiberian Sun or a Generals new game. Add some elements from Act of War maybe like prisoners for intel and capturing banks for wealth or some other kind of story-related economic or ressource management. These titles were epic! Red Alert is fully exploited and to be honest the 3rd title in the franchise was so-so. Just don't make any more mobile or FPS themed C&C titles because with Battlefield series, we have all we need for the genre.
