I think most people forget that Black Bolt not only can fly, but has super strength, speed, and durability like the Hulk, and he is a matter manipulator. Just have him be silent and have his ULT be his voice, like "Enough!" Of course they have to nerf him heavily, but his ULT can at least clear a whole portion of the map.
