I would have thought Naruto's backstory was the saddest, his mother and father gave up their lives for the leaf village by locking away the nine tails inside him which then isolated him from the village because they feared him. He grew up with no body and everybody hated him although his parents saved the village. Gaara's story is sad but Narutos is the saddest.
