Silent protagonist serves for the player to fill in their own personality or dialogue into responses. Link was never canonically mute and can speak. He just does it silently so that you can fill in with your personality. NPCs perfectly understand what he says. So imho there was zero reason to explain why he doesn't speak and even less to make him a real mute in this.
