See AllSteam Addresses the Possibility of Passing on One's Library Through a Will
How about if you were to specifically set up your account from the beginning not as "John Smith", but as "Smith Family"? (A reasonable enough thing to do, given family sharing - you buy the games for the family account, and each family member can access that shared library). There's no one "owner" who can die, and the account should live on in perpetuity. I've just had a look over the Steam TOS, and I can't see anything prohibiting this.
