Technically there wasn't any of that during the war, and if there was it was still Endeavor. Just cause he was part of the war and the main target didn't make him the number one hero while he actions were number 1 hero worthy he was never officially given any Hero rank, he was still a student with a provisional license.
This is somewhat misleading cause if you have none of the dlc transmogs you don't get access to any of the other armor transmogs even after reaching hr 40 and beating the 6 chapter story.
