Your absolutely right. Kishimoto himself said that since the manga is monthly there was a lot of lore and material that Ikimoto and himself didn't get to include in the story, so they took the opportunity to include those things in the anime. Kishimoto also is included in reviewing the story boards before they go into production so I'm not sure where people come up with the idea that Boruto is full of filler. If the original mangaka agrees with plot points, then I'm pretty sure that makes it cannon. Hell a lot of people complained about the cho cho butterfly episodes in NNG and Kishimoto literally wrote that entire arc himself. Some people are just hard to please..
Either way, taking a hiatus from the anime is a great decision since it gives the manga time to let the story progress so that there is more material to build off of. Two Blue Vortex is fire and I'm sure excited to see it animated..that being said I would really rather have a healthy production schedule so that we have better quality episodes than NNG had. I believe it's worth the wait.
