The game wouldn't survive if was over only. There isn't enough content. PVE is stupid easy.

Extraction shooters must have pvp in order to have any sort of replayability.

You can complete the vast majority of quests with a free kit and honestly just dodging the pve.

Running around place to place picking up items is pretty damn boring after awhile.
