As an experienced oblivion player.... I find no difficulty in the level scaling. I just went through shivering isles first thing because of anything that dlc is harder than kvatch if you wait too long. I'm any case I'm level 33 because of it and most my skills are maxed out. If you are struggling at level 15 just power grind to 30 and making sure you have at least one damage skill maxed at that point. Game will feel really easy.
