Oda has never said that this person is Shanks twin. For all we know he could be a clone or something similar to that. There is almost no information regarding this individual besides having the same face as Shanks.

I'm sorry, when did Oda sensei confirm this? Mega click-bait. That Shanks might not even be related. Did we forget that Bon Clay had a devil fruit that could copy other people's appearance. Not saying is this but something between those lines could be possible. That Shanks has never showed anything more than one side of his face.
