I agree with your assessment - that statement was not accurate at all. The person posting it was clearly uninformed. The Anniversary edition was released recently in November 2021 with new quests and items, and even a new summonable Daedric Horse. Also included are 7 new player homes. This is a set of Bethesda-curated Creation Club content released as a DLC for all platforms. I recently upgraded to the newest version and loved it. If you got the Anniversary Edition, it is a large block of creation club mods. I think that is the standard version on the switch. You just won't see newer ones unless they change something.
