It should be Crocodile. In impel down it seems like it's implied that Ivankov did the sex change on crocodile. When Luffy is revealed to be Dragon's son, crocodile starts protecting him instead of simply being his ally during marineford. It's my favorite fan theory and I sure hope it comes true.
