For me, increasing Luck costs 4 virtues, which leaves 8 still to spend. I imagine this is done to emulate the fact that in the OG Oblivion's leveling system, the only way to increase a given attribute by more than 1 point was to level up skills governed by that attribute. Since Luck governs no skills, you were always forced to increase Luck 1 point at a time per level.
