Let's get real. Being the 2nd coming of Xebec and reaching his level does not in any way make him stronger than Imu, a Joy Boy level threat. Joy Boy was considered by Roger, Kaidou, and Imu to be above PK level Roger.
Joy Boy and Imu are portayed as gods on the Elbaph murial, and have access to power of gods. Mere humans like Roger and Xebec are not on that level.

What Dorry said about Joy Boy 's haki suggests it's at minimum Shanks level, that's why wondered if Joy Boy's haki is greater than Shanks. If Joy Boy's haki blast merely matched Shanks, Dorry would be asking if Joy Boy's haki is equal to Shanks.
