Although for now Zoro maybe stronger than Sanji, but I think by the end of the series, they will be equal....kinda thesame like with the Roger pirates in the case of Silver Rayleigh and Scooper Gaban as said in the Elbaph arc in the Manga where they are referred to be equal in power and haji monsters
