Hi Ashley, yes game is fully installed. Info tells me it's ver. 1.81 in my console which I believe has been there for a good 3 years or so. If I try to look for a game update, I' told I have the most current version. I know I never purchased the upgrade yet today so the downloads I've received are merely from uninstalling the game and re-installing plus the 1.81 update file. I've done this twice now with a system update in between.

UPDATE: My PS4 disc was purchased when the game released. I got it from Amazon. They sent me the UK version. I'm in the USA in WA state. So apparently the upgrade offer is not available to UK versions, only USA. I never paid attention to the fact all these years. I just replaced my game at Gamestop and am installing the new upgraded version right now. The $10 upgrade offer appeared the moment I put the disc in the console. Crazy world.
