To put in perspective on Fishman island the population is 5 million. There are thousands if not hundred of thousands of islands on the one piece word and yes some if not a lot of island might not be populated but with that many islands it's very likely that there are tens or hundreds of millions of people that exist in the one piece world. If there were just 100 million people to exist in the one piece world than the amount of people who have conquerors haki would actually be small compared to the population to the odds of having conquerors haki. Yes we see a lot of people using conquerors haki but that's because he's nearing the end of one piece where he is battling some of the strong foes in one piece. The amount of people who have conquerors haki are in the 20s which isn't that rare to the population
