It's pretty clear that rocks was the strongest pirate at the time, after all whitebeard and Roger are around the same power level in their prime which in my opinion Roger was stronger. Roger had to team up with garp to defeat rocks which holding out against the 2 of them would be a great power feat in fact maybe even the greatest power feat
