IMHO, I think giving Eagle1 some sidewinders/big missile (or even bringing in the bomber looking thing) with anti-air options would be a both a quick fix and a sweet addition. That would allow them to deconflict the aiming issue as they could only target flyers. They could even add it to the lore that this issue was "unforeseeable" or "the work of insurrectionists". Meanwhile, here's Eagle1 posing with the new anti air missile! It is so big they can only carry one though. Because Democracy! Then we can choose to bring anti-air or anti-ground but no both. Also because Democracy!
