Half of these aren't villains - a villain is someone specifically doing BAD things. An antagonist is someone at odds with the protagonist (Dexter), but that does not make them a villain - especially when the protagonist is a serial killer.
The actual villains who are on here are wildly out of order for any ranking system though. In no way, shape or form should 6 of the top 10 be in the top half of the list (if even on the list at all).
