This list is rather questionable. I'm not doubting wether or not the games are good, but to be listed as the best open world games to play as a thief, that's the questionable part. For example, syndicate may give you the ability to play as a thief in part, but I don't think that's enough to ignore other games out there.

Skyrim

Star Wars Outlaws.

These all have far superior gameplay when it comes to playing as a thief in an open world.
