Then simply don't use it. I'd say still add it for those of us that wanna use it once in a while but, while I totally get it ruining the immersion, it's not usually about immersion. It's about the power trip anyway. NG+ is something I love having but, I don't always use it. I made a post earlier mentioning the Soulsboure games and how I found myself making a bunch of new characters rather than playing NG+ and I'd probably still do that with Cyberpunk.
Play NG+ a couple times then move on. Maybe using an NG+ save for exploring new content from the beginning without having to go through the slog of finding everything I want in a build etc. Etc.

I say add it. If you don't like it, don't use it. There are plenty of games, Dark Souls included, where I found myself making completely new saves everytime instead of running ng+ as I love the feeling of progression more than I like the powertrip. Did it a couple times and it's sure fun but, I simply stopped doing ng+ when I didn't want to.
I would say it would be best to be able to have all your old stuff in your stash for you to pick up AFTER ACT 1 so that the opening story isn't broken. That and they could take story related items and gear away and reset street cred and level to 1. It's really not that big a deal. I'd just wanna keep my stuff and have a playthrough where I don't gotta worry about finding everything I want for a build.
