Hi Brock, please use the image as a reference to know the correct order of pulling the books.

Basically,

You have to first pull out the second book with the crown symbol, the fourth book with the triangle symbol, the third book with the sun symbol, and lastly the first book with the wheel symbol.

Hey man! Basically you have to wait at the boundary of the anomaly before 22:00 and when there are mere seconds left in 22:00, go to the rock and wait for the wandering lights to spawn. If the artifact dosent appear, reload the save.

Check out the video i included, I captured it once but happened to me on 1 to 2nd attempt for all my save files.
