Not in the original Japanese dub he doesn’t. As for events in battle holding more weight, Buuhan is so strong that the only way that Goku and Vegeta can stand against him is by fusing together. Goku makes this very clear. But after Buuhan transforms into Kid Buu, Goku is happy to destroy the Potara earrings because he knows that they no longer need them to win. And they don’t.

Dragon Ball: All of Buu's Forms, Ranked by Strength

Innocent Buu doesn’t fight Evil Buu or Kid Buu. Maybe you are thinking of Good Buu? If so, he was the weakest, but gets a lot stronger in Dragon Ball Super.
