There are still some clothing items that provide buffs but it's now just limited to things that make sense; like vests and helmets providing armor, bandoliers providing a small buff to reload, etc.

The article is *extremely* wrong about that aspect. It just shows that the author hasn't played the game in over a year.

However she is correct in one aspect; there's a lot of clothing/accessories I've seen on NPCs that can't be obtained by the player without mods.
