Different cards are weighted differently, Celebi is the closest I've seen to 50/50, especially when you're running the Serperior to double flips.
Misty is against you, and the main culprit in cards not flipping up is the Jigglypuff with Sing.
I only ever got Sing to work once, I'll have to give it another go to see if they adjusted or not.

They most likely planned for Outlaws to release in lukewarm water.
AC Shadow is being shoved back both due to controversy AND (very big and here) because next year they need the revenue to have a somewhat successful "looking" fiscal year, which is why it's releasing right before the start of Q2.
Even though its Splinter Cell and fans have been clamouring for any hope of this series for years, we have to remember it is Ubi we're talking about here, and of course they would pick Blacklist as it would be the easiest to go and remaster with upscaling, instead of actually remaking Chaos Theory level by level with proper QoL.
All I'm saying is that they not only put this back for tinkering and lack of development, but also because it will look more financially beneficial on paper.
Remember, they're biggest selling point of Outlaws TO INVESTERS was that it was they're biggest MARKETING campaign yet. Nothing about what will make the game an actually pleasing experience for years to come, but a word salad about how much money they spent to make people believe that they did.
