Goto was not an "evil" man nor was he willing to sacrifice others "just" for his personal gain, he wanted to protect Japan but the Japanese people still had doubts about Japan's safety and that's why Goto became desperate to attain national level status which left him vulnerable to Matsumoto's manipulation
