If you start on The Wandering Isle you are still not assigned Alliance or Horde until you leave the zone via the quest chain (end quest). If you start on Exile's Reach... You are correct.

FYI: Dracthyr come assigned when created like Worgen and Goblins even if storyline wise they don't.
