The simple reality is that if Naruto had used the full power Six Paths Sage Mode he wouldn't have needed Baryon Mode. Because the full power Six Paths Sage Mode uses all the nine bijū pieces that should still be inside Naruto.
Also Kurama is not necessarily gone. Remember that the reason why Minato left the Eight Trigrams seal, a little open, was to allow Naruto and Kurama chakra to better merge together.
Right now Kurama is simply gone because most of its chakra was spent with him going to Himawari.
But as seen in Shippuden, some of those that had a taste of Bijū power they kept a little of it.
The best and most easy way for Naruto to power up, is to first improve his Sage Mode. We can't just have him use the other Bijū when against Isshiki he didn't use them. And so, right now he would need to let's say learn what method Hashirama used to instantly use Sage Mode, and how he used it at that level.
Once with that he will need to face the Ten Tails humanoids, and at least seal their chakra inside of him. Considering Kurama is already inside Himawari, a great twist would be an upgrade to the Shiki Fujin seal where Naruto would seal their chakra inside it. Leading to another upgrade of the seal and perhaps a completely new Ten Tails. In a way it would be a Death Demon Ten Tails.
It's like Sasuke. The best way to upgrade him, would be to remove the Rinnegan eyes of his Ten Tails clone and implant them. The new Rinnegan should be a lot more powerful. Not to mention that Sasuke would have both eyes upgraded instead of just one.

The only character that's going to become OP as F, will be Sung Jin-Woo. As he keeps leveling up he'll reach the point where all the other Monarchs and even the Rulers will be weaker then him.

In Ragnarok, Sung Jin-Woo is fighting against the other Itarim (supreme creator gods) outside of his universe, to keep them from conquering his universe.
Now that's truly OP. Seeing he's not fighting against just one supreme god capable of creating and destroying universes, but several of them. And he's all alone doing that.

Jiren was not more powerful than Marcarita, the angel from his universe. So, no. He is not the most powerful character of his universe. He may have surpassed Belmod, we have no way of knowing seeing statements in DB are pretty much worthless, but saying he's the most powerful character of his universe would imply that even Goku in UI shouldn't have been able to even land a punch on Jiren. And Goku is weaker than the weakest angel.

Boruto: Sasuke Confirmed To Have Surpassed Naruto Uzumaki
Someone seems to have forgotten that Sasuke lost his Rinnegan as well. It wasn't just Naruto that lost Kurama, but Sasuke too lost the Rinnegan.
And to say Sasuke trained but giving the impression that Naruto didn't train at all. Clearly you didn't paid enough attention.
Naruto was constantly using day after day, shadow clones all over the village. And he did that for years without having to rely on Kurama.
In a matter of fact when Naruto starts using the power of Kurama, it's the nine tails himself that says that it been a long time since Naruto had used his power.
That's how Naruto kept himself in shape. Using the shadow clones he used every day.
There's also another detail you missed. Naruto showed he could use basically any elemental nature without having to summon the other Bijū, like he did in the Great War.
So even in that regard Naruto was better than Sasuke, seeing Sasuke can't use the elemental natures that Naruto can.
All Naruto now needs to learn is how Hashirama used his Mokuton Sage Mode, and he'll be able to not only naturally pull in nature chakra but also keep it stored inside his body until he needs it, just like Hashirama did.
By the way if not for Kishimoto removing the other eight pieces of the other eight bijū that Naruto had inside him during the Great War, then Naruto wouldn't even had needed to use Baryon mode instead just having to use the full power Six Paths Sage mode.
Sasuke trained but Naruto also did. And Boruto showed that in too many ways to ignore.
But I guess when one is trying to sell a narrative important details don't matter.

I guess someone missed the memo that Momoshiki, through Boruto, destroyed Sasuke Rinnegan with a simple kunai.
That's how not immortal Sasuke is.
At best seeing he still has his Mangekyou Sharingan, he can use Izanagi one time to prevent his death. But by doing so he'll become completely blind.
Even Madara that finally awakened both Rinnegan after his battle with Hashirama, wasn't immortal. And if that powerhouse wasn't immortal then Sasuke also never was.
Even Hagoromo that is basically the father of all Shinobi, and passed on what would later become the Sharingan wasn't immortal. Despite him and his brother having defeated their mother Kaguya, that was also the Ten Tails.
And Sasuke is nothing compared to Hagoromo.

In case you missed it, in order to use the true Six Paths Sage mode, Naruto had to have pieces from all the nine bijū. That's why Obito went through the trouble of getting a piece of Shukaku (one tail), despite the goal being to get the half of Kurama that was inside Minato.
Hagoromo even calls all the nine bijū to appear inside Naruto, and after Kaguya was defeated he stated that Naruto was the bridge that connected all the nine bijū because he had parts of each.
The Six Paths Sage mode had a seal that covered most of the body, with Naruto having a flame like hair with a horns style. And he had nine Truth Seeking Orbs.
And the Truth Seeking Orbs are something even Six Paths Obito and Six Paths Madara both had.
But Naruto in Kurama Sage Mode doesn't have any Orbs and his seal was simply the one he had from synchronizing with Kurama. Only it was slightly different because in Shippuden Naruto only had half of Kurama, but in The Last and Boruto he had the complete Kurama.
These are all things easy to see and understand to those that can actually think and paid attention to the Manga or the Anime. But because you need databooks to do your thinking for you, it's no wonder you still haven't understood the basics.
At best KSM just has 1/9th the power of the true Six Paths Sage mode.
Also had you been paying attention to Shippuden and Boruto. In Shippuden when Naruto needed to use Yōton he had to call on Son Goku but in Boruto he doesn't need to.
You can read all the databooks you want, but you don't have the mental capacity to put all the pieces together.
