Steam Addresses the Possibility of Passing on One's Library Through a Will

Courts in both the US and EU have said that under First Sale Doctrine Valve can't ban, restrict, or remove games from accounts which have been sold from one user to another, and the same case law would apply here - their exclusive right to distribute is exhausted on games already in accounts and legally they have to allow those accounts to change hands.
