Exactly that, they want those extra rare cards to stay extra rare. If player A is looking for 1-crown EX rarity card, and is spending money to try and get it, once they just trade for it player A will no longer need to spend money.

Only way I see it happening is trading like for like, you have to trade a card of equal or higher rarity
