I know Dabura is big & scary but I'm not sold on him just yet. He'll be strong, no doubt, not the strongest. Or atleast, the twins will have to be put into that conversation as well.
One Piece: Oda Officially Reveals The Real God Valley Incident
My thoughts, as this chapter alludes, Imu did in fact mortally wound Rocks. Only he didn't finish him off, that's when the battle between Roger & Garp brought them to where Rocks was dying. He passed on some secrets to them and died. Fearing the discovery of Imu by the rest if the world, the Gorosei decided to go all out with a believable cover story(Garp, Roger partnership)
Sabo may have been from God Valley royal family & Ace was entrusted to Garp because of the shared secret & his off beat sense of duty & justice(not to mention being able to take on Roger 1v1)
Roger may have seen Garp as a chance for his son to grow up without being targeted and eliminated by virtue of being his son.

To start, I do NOT think that RCT should make anyone, regardless of proficiency, immortal. However, I do think that it should, at least be able to slow the aging process. I'm not sure if Maki would be capable of RCT without cursed energy but Yuta should be able to use it to wipe anything terminal(to an extent) from his body. The GIFTED ONE should be here as these kids mentor.

I'd say the hierarchy is pretty clear to see...Roger is strongest, then Rayleigh, then Gaban. The gaps between their strengths may have been minor but it was significant enough to scale them using these precious metals as a rating scale. Copper of course being interchangeable with bronze.
