That's the only reason the public doesn't see him as the greatest.

All Might is the most famous from many years of defeating mostly fodder villains. He was Aura Farming as the zoomers call it.

Prime All Might wouldn't even be strong enough to defeat final Shigaraki, it's been confirmed Izuku had already surpassing All Might. Meaning only Izuku and Izuku alone was a powerful enough hero in all of history to stop Shigaraki.

One Piece has become so large that Oda is in the top 10 of best selling authors of all time (this includes people like Shakespeare at #1, and JK Rowling at #7) with Eiichiro Oda ranking at #8 and rising.

For context, Toriyama(DBZ) is #14. And Horikoshi(MHA) isn't even mentioned in the top 100.
