Hmm they are targetting the 70%, but that means most already have the steam machines power or better so why buy it? Also they said they are targetting 4K but the 70% they are targetting only use 1080p because the hardware they have isnt really capable of 4k so is not really relevant for targetting 4k resolution, especially not 60fps in AAA titles. If they were targetting 4k they should have only took into consideration systems using 4k monitors. If they did that then the hardware spec of that 70% would be much higher...
