I've said they needed to do this ever since Dragonflight. When they were questing how to improve the leveling experience, I said a ton of new players have no clue what the new lore, who anyone is, or what's happening. They need a guided, curated experience to showcase it all.

Of course, my idea was a level 1 to 70 romp where you spent a few levels in each expansion (for example, 1 - 10 you level in your racial hub before being called to Outlands to help on the final assault of BT for a few levels, learning lore along the way).

But this seems like a definite step in that direction.
