Lulu is not weak. Her overdrive is based on the player and how fast they can rotate the analog stick. With the right setup, you can get 16 max damage hits from her making it one of the most damaging attacks in the game.

Quistis is the only character in FFVIII that can do more than 9999 damage in a single hit with Shockwave Pulsar. The only other thing in the game that does that is the GF Eden.
