That's not what he's saying, he's saying you could get your moneys worth if it was 200 dollars, just hyping the game up. Base game is obviously going to be complete on launch with additional features and QOL coming later, that are all completely unnecessary to the games functionality.

These aren't MISSING features, they are just features being added at a later date, Randy is also saying that he feels even for 200 dollars the game would be worth it, but they obviously aren't going to charge that, or ever thought about it. 70 dollars for a large game with a good endgame is the standard, him hyping up the game just makes sense.
